The term vest is commonly used in the US and Canada.  In the UK and many Commonwealth countries it is know as waistcoat. It is a sleeveless garment, simple yet quite similar in construction as the suit. It is worn as as the third piece of a lounge suit under the jacket. Most formal attires have this garment to make the suits look complete. This includes the lounge suits, tuxedos and the tail coats(morning and evening coat).  It is also commonly worn on stage performances and by the Indian communities.

Fancy Vest

A fancy vest may incorporate just about anything you may think of.  For the front one may use fancy silk, satin or velvet material, antiqued metal, gold or fabric covered buttons, fancy pockets and even a stand collar. The picture below shows a single vest with double layer different fabric fronts.
